They obeyed his commands, but this was a voluntary choice. Look at the Trow and the Forest Giants. At various times they served the Light, and went where Alric or the rest of the Nine told them, and obeyed the commands of Light officers--but does that mean that they truly served Alric? Not at all--they simply decided to aid the Light for their own reasons, and the most effective way of doing that was to act as soldiers in the Light armies. When the time came, they departed without a backward glance. An option which would never be available to a true Legionnaire.

Similarly, the Journeymen freely made the ethical decision to fight alongside the Province's armies when they deemed it necessary--and so they allowed Alric to give them commands and place them in command over Legionnaires. However, they weren't actually bound to serve Alric, and during interwar peacetime they apparently returned to their role as wandering penitent healers. Only when they became Heron Guards again did they actively swear fealty to Alric.
