It was checked by Bungie, authorized by them and given the go ahead. So in short, yes they did. In addition all of the art is Bungie's including several new pieces.

As far as I know no one from Bungie has ever postted int ehses forums, nor should they have. This is a fan site devoted to pondering their intentionally mysterious storyline, and if someone from Bungie came and said "Shiver's true name actually _is_ Ravanna, sorry" it would ruin the whole thing. Notice how Starcraft, Unreal and other games hwere the story is told outright don't have these sorts of things.
