:Avataras were the top Ranking officers(like generals)they command every army in the land.Each Avatara had his own complete army with his officers to serve him.
Journeymen seems to be as ranking officers!They gave orders to other men.Together with Warriors Captain,Jorneymen had the leadership of the army. Also we saw that in TFL there was a leuitenant of archers(Fir'Bolg)who was carried a magic bow but he was ambused and killed by Thralls!
Also,I think that in the legion veteran's had respect among the others common soldiers,so in the battle many warriors follow their orders.
