Perhaps--that's Forrest's inverted cycle theory, which I'm sure he'll be happy to explain in detail. :-) But we know that the Mythworld gods (whichever ones actually exist) aren't all-powerful or all-knowing; witness how the Fetch can "hide from Wyrd's gaze," or how Nyx failed to prevent her Trow worshippers from getting decimated. So it's very possible that the gods either couldn't prevent the cycle from being broken, or didn't know about it, or didn't care.
