He *was* an Avatara--apparently the primary definition of "Avatara" is "an archmage belonging to the Nine." The Avatara had been around long before TFL (although of course they had different members at different times); they were the West's primary magical defenders.
He was also--and this is a different thing--the Great Hero of this age. There's a Great Hero and a Leveller every thousand years, and they generally take turns winning.
So far as we know, the Leveller always dies (at least before the next war), whether his side wins or loses. When the Hero loses, he dies; when he wins, he lives for a few hundred years max before becoming a Leveller himself.
For the next war, a new Hero will be born, and if the last Hero didn't survive to become a Leveller, a new Leveller will be born too.
