The Wind Age is before that, and The Leveller is the real Moagim apparently, while the hero we don't know, because he died as well as when he killed Moagim. That is why Moagim reborn was actually never the emperor of the last age.
Before that, Tireces (who becomes Moagim in The Wind Age) became emperor in what was known as The Age of Reason, and The Leveller he defeated was never named, just that he beheaded and burnt him at the stake.
