This is from the journal in Myth 2. That said I will venture this. If the Free Citys were not independent before the Great War than they became so after Covenent fell and were independent for so long that they retained the tital even after rebuilding had started. I do not personaly think this but it is a viable explanation.

My own thought is that Madrical and everything north of it was independent of the Provence before the war but became part of the larger state after the wars.

Just a thought;)
