It's the center of the KNOWN world. Like, if you were talking about medieval Europe, you wouldn't reffer to someone who conquered all the continents as someone who "conquered the world" but as someone who conquered the "known world" - that is, what part of the world we know of it. It's like, scientists reffer to the Known Universe, as they are plenty aware of the fact that the huge chunk of space that we can see is a very small portion of the whole thing. So the Known World of Myth - the map from TFL and M2 - has at its center Tharsis.
