All it says is that the Soulless were one of Soulblighter's most successful experiments. I'm sure he didn't *invent* them, as he doesn't seem to be the big magic-wielding type of guy to me and it seems unrealistic that nobody ever figured out how to steal a souls before him. You can have a succesful experiment without being the inventor. People in chemistry class hve successful experiments all the time :)
