Unless you're refering to another phrase, I do beleive it went "The path to retribution does make for strange bedfellows, wouldn't you agree Ravanna?"
Bedfellows usually means allies or friends not your "partner" unless the Deciever was insinuating that in a sick way. Im also sure he was refering to the fact that he was now friends with the Light instead of the dark. In other words, that whole line was directed to himself and not SHiver considering he would be the one going down the "Path to Retribution."
And if the Watcher isn't dead then why did he explode on the level bearing his name in TFL? I suppose you could say that wasn't him or that that didn't kill him, but that may be stretching it.
