Possibly there *aren't* Soulless, and they just threw in a picture one of their folks drew because it seemed appropriate. :-) It looks to be a pretty basic computer-generated pic just like the calendar girls.
If there are Soulless, however, we could simply postulate that Soulblighter *re*invented them. As GURPS says, necromantic knowledge tends to be lost during Light ages, and the Fallen have to reconstruct a lot of that knowledge from scratch when they rise again. Wights, Ghasts and Thrall were all ready-to-make because their original inventors, Shiver and the Watcher, were still alive and working with the Dark. But if some Wolf/Wind Age sorcerer designed Soulless and then died or disappeared, Soulblighter would have had to experiment with their recreation.
