GURPS does list Tyr's sacking as occurring 3 years after that of Covenant, but you're right that all other evidence points to the two cities falling simultaneously.
Either Tyr fell *three years after* the big battle--maybe after the Watcher beat the Deceiver, he went off to recuperate before returning and finishing the job--or GURPS is wrong. I'd bet on #2.
