So does she have snakes for hair or not? There is absolutely no doubt in my mind that that picture under the bridge is Shiver - For Christ's sake look at the way she's dressed. That is a VERY distinctive skirt, and it's exactly the same one that Shiver wears in the sprites. The mesh lines on the picture even lead me to believe that that may be the actual model that the sprites were taken from.
Looking at the sprites, she definitely has a clump of pixels at the end of each thick strand of hair - snake heads? Definitely, given the pic below the bridge. BUT - In the pregames for Landing clearly show a Shiver with normal everyday hair, no snakes.

Its possible, I suppose, that the hair only turns into snakes when she casts a spell. Only way to resolve the contradiction, methinks.
