... I have concluded that that is DEFINITELY Shiver. Why? Most convincing to me was the fact that in the sprites for Shiver and that picture under the bridge, she is wearing the exact same clothes... That is a very distinctive skirt. Take a look and tell me that she isn't dressed exactly the same way.
Also, I never noticed this in the sprites, but when I look and magnify in Amber, it does appear that Shiver has snakes for hair, or at least a little clump of pixels that could be a snake-head on the end of each strand of hair. The strands are very thick, too, so she either has dreadlocks or snakes. If the underside of the bridge is Shiver, it would confirm for a fact that she has snakes for hair.
Mb its just an easter egg. They had a cool piece of artwork and nowhere better to put it ;)
