The thing with Phelot is kinda hard. The intro to "A Murder of Crows" says that Phelot was badly injured by the Deceiver, so it is naturally to think that he was converted on the spot. One can also say that if Phelot was Deceiver's shade during the Great War, he would probably be under strict control by his new master; shades are controlled by their Fallen Lord.
But there is one thing that doesn't make sense; the Deceiver's conversion spell doesn't work on undead units. Thralls and soulless are unharmed, and shades are after all undead Avatara. So it would seem logical that shades couldn't be converted. Perhaps Bungie was just a little absent-minded.
