It appears from GURPS that this Leveller intended to ally with or take command of both the Trow and the Myrkridia, but that Connacht had already banished the latter and was attacking the former by the time he arrived. So he never really had a chance to get his army together. His remaining forces were brought from west of the Known Lands; since they probably weren't undead (although they could conceivably have included Ghasts and Wights), I'd presume they were seafaring humans and perhaps some unknown races from across the western ocean.
Maybe they were peace-loving inhabitants of the Faraway, and that's why he lost. "You mean we're here to *kill* these people? I thought we were bringing them flowers and items of macramé! I"m going home!"
