And now, the non-rap response:
The Deceiver attacked and wounded Phelot prior to a Murder of Crows, and this seems like it was probably a good opportunity for him to convert the Shade. And his just facing Shiver and saying "Well, Phelot?" instead of defending himself suggests that he was anticipating Phelot's betrayal. Also, Phelot probably wouldn't have just left after Shiver if he'd merely been allied to the Deceiver, or something; he would have taken out the heroes or spoken with them. His behavior indicates to me that he was still under tight control; either Myrdred faked his death and was controlling him directly, or he really died but he transferred his mind to Phelot's body, or he died but left some specific commands for Phelot to execute.
Remember that the narrator usually calls The Deceiver rash (or just plain crazy) *before* he finishes the final stages in his strategies. Myrdred's plans are so devious and complex that no one can figure out what the hell he's doing until he pulls it off. It seemed rash to confront the Trow--but he got them on our side. It seemed rash to attack Soulblighter with two dozen soldiers--but Myrdred managed to cripple him. The Shiver plan was another in a long line of schemes that seemed crazy until they worked.
