Heh. Well, at any rate, as I stated before, I think that the line comes from the movie "This is Spinal Tap", a comedy that is filmed like a documentary of an english rock band's tour of the U.S. For one concert, they decided to do a theme based on Stonehenge, and planned on having a big, 18' Stonehenge monument built . Except that the plans were written as 18", and so there was this tiny stonehenge monument on the stage, with midgets dancing around it, and afterwards, one of them says "I think that the whole problem with the concert was that there was a monument onstage in danger of being trod on by a dwarf."
It's a hillarious movie, see it sometime.
