That doesn't work. The remain Fallen Lords are tracked down and killed at the end of TFL. Watcher and Shiver are already dead, Deceiver is frozen and we all know what happened to Soulblighter. Since they use the plural, both remaining Fallen Lords must have still been alive. The head had already disappeared.
