Okay, here goes:
The reason the dwarves know how to repair the knots has nothing to do with their construction. The reason the dwarves know how is extensive research into all things magical and technological. I'm sure that the instant the dwarves learned of these feats of constuction, they were just dying to figure out how they worked. They weren't abe to construct whole new ones, but instead were able to repair the outer shell of broken ones, allowing the knots to function once more.
IMO World knots are "loopholes" in creation. They are ripples in the dimesion that connect to one another. They cannot however be tapped without extensive assistance. The energies have always been there, but the means have not. I would guess that it was the Callieach who shaped the pylons, harnassing the inate energies of the location. Remember that the Callieach did exist after the "new" world was created, the Tro fought them after all. The Trow don't seem that magical anyways, other than their innate near-divinity. Also the Callieach were the "greatest" magic users of that time, the only ones IMO able to focus such immense power.
Also, we have no idea of what the Callieach looked like. They're actually often referred to as just Callieach, making it even more confuzing...
More wild speculation: The Trow, like any other sentient race can use the knots. That's why, after the Callieach were crushed, they built their major city on a World Knot. This would allow easy transport of materials, saving the slave's power for the actual construction of the monuments, and would reduce the risk of being caught, frozen during winter. They wouldn't fear an invasion because, after all, they were the Trow!
