I agree with this. I think they have always been a unified race, no civil wars, petty rivalries, stuff like that. They used to like to dominate, but never fight each other (except on Bungie.net).

I don't think they actually vote. When they asked Soulblighter to pick anyone trow, they must have been sure they all agreed before they had actually conferred with one another. I think it's the same with the Deceiver. There were only 3 present, but they vouched for all the trow when they proposed the CTF game.
From the above, I feel the trow are actually of one mind about everything. Given a situation, they would all do the the very same thing. In my opinion anyway. So I agree with Silicon that they think alike, but feel they think so alike that they do not have to vote to get things done. Might make things easier with the US elections if we were lke them.
