Again, the Trow just don't seem to look at things the same way we do. They don't have much of a survival instinct. In the past, they fought other races for dominance over the Mythworld; now that there's no chance of their culture ruling the land (and they've lost some of their pride in it after the Oghre War), they don't seem to really mind dwindling away. They possess a "strong, alien sense of fate," according to GURPS.
We haven't heard much about their government; you'll note that whenever they speak to an outsider on matters concerning their whole race (as when Soulblighter demanded their aid, or Myrdred requested it), all Trow present apparently have an equal right to speak on the affair and cast a "vote". And we've never heard of a Trow leader. If they're modeled on the Roman Republic, then it seems that they're basically democratic amongst themselves (though definitely not when it comes to other races.) They're much less diverse in abilities and viewpoints than other races, so democracy must work more easily--there can't be much civil strife if every Trow thinks matters through in the same way.
