The Free Cities of the North is not a sperate province or state or empire or whatever. It's part of The Province which is pretty much everything west of the cloudspine with the exception of the Ermine.
The term 'Free Cities of the North' didn't even exist until The southern cities of the Province fell and they needed a name for the reamining human towns. And you'll notice on the Myth II map it's not even there because the rest of the Province was rebuilt and the name became obsolete.
