As Discordia says, Bruig is the Lingua Franca of the Human/Dwarven lands, just as Latin and then French were for Europe. In addition, according to GURPS, Bruig is the first language of the Province. We don't know why, but I'd guess that most of the Province's people are descended from Bruig colonists who repopulated the land after one Dark Age or another. Alternatively, the Province may have formed from several different cultures who decided to adopt Bruig as an official language because of its political impartiality, just like African nations often prefer to use the language of their former European rulers, rather than that of one of their component tribes (which would piss everyone else off).
