Because there's archers on every level the Journal Writer is on. But that's just because archers are the only unit of their kind! There are all sorts of melee, several explosive units, etc etc etc, but only one general ranged Light unit, the archer (or bowman).
Again, I believe the Journal Writer is NOT seen on the battlefield, and that he is a mid- to low-level Human commander, perhaps a lieutenant or whatever is directly below Captain. Why? Because he can handle precious artifacts and goes on all sorts of important missions, so he is an officer of some sort, but he's being bossed around by Warrior Captain the likes of Garrick and (in TFL) Mauriac, so he can't be a very high-level commander. He is also a melee unit in both games, because in TFL he is fighting Myrmidons hand-to-hand (journal, Heart of the Stone), and in M2 he goes to join the Herons, a melee force, instead of becoming an almost-as-prestigious Imperial Bowman.
