Consider how few warlocks the Deciever had as his disposal- he is defended by less than fifteen in ''The Deciever'', and probably used them mainly as an elite personal guard. Also, we never really fight the Deciever head on in TFL, sure, he tries to break through the Cloudspine at Bagrada, we meet the remnants of his vanguard in Seven Gates and we meet a few guards left, probably by him, in The Five Champions. If the troops we meet in Out Of The Barrier are the Decievers, my guess is that they were something of a rapid persuit force to hunt down the Champions before they got away, hence the fact that all the troops are relatively fast, namely Myrmidons, Ghols and Soulless, while Thrall or Warlocks would slow the group down.
Also, although it could simply be the volcano, consider the rivers of fire burning flesh from bone(or something like that), which could well suggest sorcery of some kind.
Mainly, though, in TFL, we never take on the Deciever in any battle decicive enough to warrant the risk of the lives of the Warlocks, the Deciever's best troops and well nigh irreplaceable. The only really decicive battle the Deciever took part in was against the Watcher, which we only see the aftermath of. Bagrada was a high risk gamble, as the Deciever knew that if your forces could get word to another garrison, the breakthrough would fail. In Seven Gates the Deciever is unlikely to have left any Warlocks back, wanting to get them out alive if possible. Scaripant simply couldn't retreat because of the water......or it's possible Bungie just hadn't thought of Warlocks back then.
