If I remember correctly the previous Leveller was immobilized by sorcery, beheaded and burned at the stake in the Second Era by Tireces.
But Soulblighter is dead!!!He is not the Leveller and he can't be reborn.He knew black magic and that's the reason he couldn't die naturelly.
Tharsis is now his grave forever.
