Even if Balor had completely wiped out everyone, there would still have been four races that could have risen up after the 1000 years and overthrown him (or his successors): the Fetch, Trow, Ghols and Myrmidons. The Fetch might have got annoyed if Balor had not let them go home after the war, the Myrmidons never really liked their immortality anyway, the Trow serve the Leveller only reluctantly, because they feel indebted to him (and once he was dead they were quite happy to TRO KIK Soulblighter and his minions), and the Ghols could probably be bribed into joining a rebel cause if it looked like they were winning.
Also, who's to say the cycle has been destroyed? It's been disrupted certainly- Balor died 50 years too late, and Alric was meant to die in the process of killing him, leading to an age of Ordered Evil (I can't back any of this up, but I read all of it elsewhere on this site). But Alric is meant to be an Icon of Chaotic Good, and yet, in defeating Balor's Ordered Evil, he has created...Order! A supposedly Chaotic Icon has reformed the Empire of Muirthemne and now rules the entire civilised world as King and Emperor. In time, discontent may form among his nobles (after all, he declared himself Emperor without consulting any of the Journeymen as to whether the post was rightfully his), perhaps even full fledged rebellion, and, if this happens, Alric will be forced to crush the rebellion with an iron fist. To prevent further insurrections, Alric may be forced to adopt a more totalitarian regime. Order has come. Perhaps Evil will follow...
