Actually the bow of stoning was in a temple to Connaught buried in the blasted wasteland that was Cathg Bruig. You can get it in the second hero level in TFL. The stoning thing that got the Watcher had to do with arrows made out of bone, not a bow.

Not true. The "Bow of Furious Incandescence" or something like that was used by the general of the fir'Bolg in TFL. ne'Ric (Chimera) used something like a Storm Bow. They actually do different things (although both have lighting and kill lotsa guys).
