Yeah, the Deceiver naturally has more living units since he specializes in mind-control of living beings, rather than reanimation of the dead.
According to the TFL comic, the Trow served Balor because he spared their lives as Connacht instead of wiping them all out (although friendliness with the Deceiver may have played a part as well.) Most of the Trow stayed with Balor's army for the duration of the War; at the end of it they were sent out to defend Rhi'anon at some distance, and so they avoided the explosion that wiped out the rest of Balor's homeguard.
