Actually, to be fair, Balor did'nt actually create the Fallen Lords: The Watcher was an independant evil who had been around for millenia, Soulblighter achieved immortality on his own by human sacrifice and ritual self-mutilation, The Deciever was simply a very old and powerful avatara who liked to be on the winning side, and Shiver seems to be something like an elemental force, a bringer of plagues and death. Balor did, however, give them most of their armies, so you're right there.
As to why Soulblighter didn't just kill The Deciever when he captured him, look at it from his point of view- if you'd just captured a millenia old rival of yours, and a traitor as well, you might want to gloat for a bit, wouldn't you? Admittedly not the wisest thing to do when there's a reasonable force of Legionairres and a shade of questionable loyalty nearby, but hey, all the worst villains gloat.
Soulblighter couldn't bring any Trow to the Great Devoid, as all four of his Trow generals were killed at Forest Heart.
