Technically we don't know, but when the narrator is telling us about Ceiscoran making copies of the Ibis Crown, we see a picture of Balor over a dead bloke. Yes, this connection of picture with text may be more to do with the actual crowns than the emperor, but it could also well mean that that dead bloke was in fact Ceiscoran.
