Answer: Yes, Soulblighter *would* pay humans. Being much less powerful than Balor, he had to resort to more devious means of recruitment. Sure, it's a lowly job for a Fallen Lord, but whaddyagonnado? I imagine he had some human flunkies deal with the pay, anyway; not like he spent hours every night calculating salaries and then distributing them personally.
The Brigands guarding Kildaer were probably Soulblighter's, actually; Kildaer was merely one of his servants.
