Connacht was the Emperor of the Cath Bruig empire. Then he disappeared/died. At the time of the Great War, Ceiscoran was the current Emperor of the Cath Bruig, and therefore the Heron were sworn to him. When he died at the sacking of Muirthemne, the Heron did not think to immediately swear to his killer :) Balor was Connacht reincarnated, but that didn't mean he had a claim to the throne.
