Balmung was broken, but GURPS acts as if it's functional 1 year after Soulblighter, so I'd assume it was reforged.

What's in Gower? A lot of poor-but-tough humans, who've managed to hold off the neighboring Dark through combat skill and sheer tenacity for millennia now. They wouldn't immediately place themselves under Alric's control, but they'd make good allies. Historically they were allied with the Cath Bruig (another reason for Alric to make himself the official Emperor.)
