Bheil is Bonesplitter. They fill exactly the same niche in the original six-fallen prerelease info. We now know of: Damas, aka Soulblighter, an ancient evil according to prerelease, who GURPS says is also called Anshar, Patron of the Hanged; The Watcher, Mad Goat of the Fens, an ancient evil according to prerelease, also called Bahl'al in both prerelease and GURPS; Myrdred, aka The Deceiver, turned from the Light according to prerelease, also called Source of the 500 Poisons; Shiver, called the Voiceless One in prerelease, named Culwyeh according to GURPS, but also thought to be somehow the same as the other fallen lord called the Voiceless One, whose true name is Ravanna, Shiver is also called Mother of Plagues and First Lady of the Fallen, while The Voiceless One was called Loveless Child of the Unwed Dawn (she is an ancient evil BTW); The Lurker, Bheil, called Bonesplitter in prerelease, surnamed Twice Born Daughter of Flood and Famine (turned from the Light); and one other, known only as The Faceless Man (turned from the Light).
