Forrest's theory is that Nine Skull Crocidile doesn't know what He's talking about with the hero being different each time.
Anyway, the theory is that there is only one leveller spirit. THere are two hero spirits, and when the levellers posesses a body that had one of them, some aspects of the spirit remain.
