Or to put it in pseudomath terms, a Great Hero's mind is something like 20% chaos/order spirit and 80% individual. A Leveller's mind is something like 30% chaos/order spirit, 65% Leveller spirit and 5% individual. So both Great Heroes and Levellers are partly individual and partly avatars of one or more timeless entities, but the Heroes are a lot more individual than the Levellers are.
