You can probably dig the initial discussion out of the archives, but my response to this question when originally posed was:
a) The Light embodies a chaos-order balance, so Great Heroes are less extreme in their orientation than Levellers. Alric's just inclined to add more freedom and unpredictability to the existing society, whereas a chaotic Leveller like Moagim would completely tear down society to the Myrkridia level.
b) Alric lives in a culture that's accustomed to authority. If he simply stepped aside and didn't direct society at all, assorted nobles and archmages would quickly fill the void and start running things themselves. Someone has to exercise enough control to stop everyone else from exercising even more.
Not that you're incapable of coming up with an objection I can't handle with this stock answer. :-)
