I think different Fallen were linked in different fashions. The Myrmidons seem to have depended on Balor for their very existence, since none of them survived his fall. The more mindless undead like Thrall probably simply returned to death without a guiding intelligence (except for those personally bound to one of the other Fallen Lords.) As for the Fallen Lords, they simply experienced a radical power drop. Basically, the more powerful the Fallen, the more of their power was their own. So Balor's death did wipe out most of the rank and file of his armies, but the more dangerous individual Lords were only weakened, not killed.
