Well, not taking GURPS into account there is one Leveler - but two incarnations. Moagim is the first in history who's name is known, and then Balor.
But, GURPS is not pseudo-myth! Bungie says its cannonical but not as much as the games/instruction books.
Each dark age, the leveler sets up this big age of evil, and then is killed. Then in the subsequent light age, the great hero puts down the evil, and kills that age's leveler.
So, first recorded Dark age has Moagim setting up evil, before being captured and killed on the plains before Illeum (and he kills that age's Great Hero as well, doesn't he? My memory's simply gone.) Then in the following age of light, Connacht puts down the evil and kills that age's leveler (Moagim Reborn).
