My equally flimsy argument is that Mazzarin was such a famous and impressive dude that lots of people, especially those who had magical aspirations, were named or named themselves after him. Just like Christians, say, name their kids after famous Bible figures. So it's a different Mazzarin.
The alternative is that the greatest Light sorcerer of the last 4,000 years or so decided to become a third-rate underpowered bad guy. Which seems kinda weird. :-)
