Actually, for all we know they might be able to lay waste to an army. The only reason Archmages got bored of battling them is because they (the magi) have much better "blow 'em up at a distance" spells, and could fry a dragon without any danger to themselves. And besides, politics is much more fun that dragonslayin' :)
