mb, mb not. If they were, they'd live in caves in the
mountains, or perhaps they're hidden in the depths of
the Ermine or Forest Heart, where strange & reclusive
creatures like Griffins live.

They've probably been hunted out in past times, as celebrated in the Covenant window. Hence they're either
extinct (boring), or have scattered remnants hiding deep
in forests or high up in the mountains. Maybe even the
Cloudspine? Humans only ever travel through the three
passes, that leaves a lot of mountain area unexplored.
Assuming, of course, that dragons can fly.
