Remember, there are Rhi Dragon Tooth Bombs... which means that the Trow raised dragons, and removed thier teeth, which were explosive. And Dragons may not be that powerful. In fact, perhaps dragons are nothing like the Western concept of a dragon.

Perhaps GURPS wanted to be strange and not just say "Mauls are afraid of the TRO because they always KIK them and they DI™" They want to sound mysterious... Most likely the dragons are in the Northern Islands (i doubt the berserks control that whole island, and there ARE other islands, right? or the Untamed Lands)
