In the glossary section of the Myth II book, it says that the Fallen Lords were six powerful sorcerors led by Balor which would imply that he is not one of the six. In the Myth TFL glossary it says they are six powerful wizards who were suborned by Balor. I don't think Balor is the sixth lord mentioned.
