I believe we are forgetting that Tyr seemingly was the most powerful of the cities, or at least was in times long ago. The famed Tyrian guard was the most powerful force in the Southern Province, and it is feasible to believe that perhaps Tyr once ruled much more than just the city and the surrounding area.
