I think it is a typo; the Watcher has been referred to
as a Fallen Lord in other instances, and there is a
large amount of evidence for his being one of the
three ancient evils under Balor's command, all three
of which were Fallen Lords.

The Forest Giants helped the Light prevent Balor's crossing
of Seven Gates for three years. I haven't seen GURPS, but
I'd guess this is what they are referring to. The level
Forest Heart takes place somewhat later, in 2480 or so, and
contains the first Forest Giants to be seen by man since
the dates you mentioned.
