Alright, I havent had a chance to read the rest of the posts on this thread yet, so this might be redundent; but please indulge me;)
I think it is a historical "fact" that Leix was a prison colony used almost exculsivly by Tyr. This does not mean that Tyr was not part of the provence, mearly that it alone maintained the colony. Think of it, just because individual states have their own prisons does not mean they are not part of the United States.
In regards to the type of people housed on the island, I would have to assume most would be human, since untill the dark destroyed the dwarven kingdomes very few dorfs lived in the west.
As for the question of weather or not the pirats could have skilled infentry... well you need only look to the Vickings for the answer to that question. Not only were the northmen very skilled fighters, but they were ruthless pirates who were capeble of hiting towns and citys well away from the costs by useing rivers.
I have major doubts about Zerks being a big part of pirate operations, however I dare say that the pirats would have hired Northen mecs from time to time.
Now to the fate of Leix. Although we have no real evidence of what happend to it, many people have said from time to time that they beleaved it utterly destroyed. In fact someones E-RPG charicter was schooled in its ruins for awhile if I recall correctly.
If you are realy going to create this map and want it to have a kick ass story you might consiter leting the inhabbitants of the Asylem help you out.
I for one truely beleave that the years leading up to, during and following the Great War were much less cut and dry than they are at the start of Myth 2. From what I can make of the evidence avalabe to me there seems to have been Fir'Bolg mercinarys working for the dwarves when the Ghols over ran their kingdome. A possible war of conquest by the Cath'Bruig empire (I promase that I will explain that later. Please dont blast me untill you hear the theory) for its Southern Provences near Bagrada. So their is more than enough room for additions to the story.
