Well, you could anchor your ship offshore and send a lifeboat up to a wide open beach with a small guard unit, and being covered by cannon on the ship. This would be the way to go if they never established a dock.

There are counter-currents. You may have a current moving up the coastline, but further out there would have to be a current moving back towards the south and around the southern part of the island. Otherwise, where would the water from the original current come from, and where does the water that the original current is going towards end up? (Ow, my head...) If there was no counter-current, then the water far enough away from the land might be still enough to row back. I'm not saying it's impossible that they had sails, but if they did, they most likely would be incredibly small, made out of stitched together clothing. I doubt that the province would issue bedsheets to those they exiled. (If that is the case at all here)

We must remember that we see Alric's ship 60 years after the great war. How many years before that did the pirates attack Tyr? I'm not sure that the province even had a navy back then. Berserks in the north are the only ones that I know who use boats regularly. And we don't know for sure that the pirates bandited on the seas. They may have attacked small coastal villages and towns such as Ash and Shoel. Maybe going up the coastline as far as Scales. They could have even taken the Ire river and attacked farms and such on the riverbanks. Just a thought.
